(ភ្នំពេញ)៖ នាព្រឹកថ្ងៃចន្ទ ទី២៥ ខែមីនា ឆ្នាំ២០២៤, ឯកឧត្ដម តាត ពុធសូដារី រដ្ឋលេខាធិការក្រសួងពាណិជ្ជកម្ម និងជាតំណាងដ៏ខ្ពង់ខ្ពស់របស់ លោកជំទាវ ចម និម្មល រដ្ឋមន្ត្រីក្រសួងពាណិជ្ជកម្ម បានអញ្ជើញជាអធិបតីក្នុងពិធីបើកសិក្ខាសាលាថ្នាក់ជាតិស្ដីពី “វិធានការអនាម័យនិងភូត្តគាមអនាម័យ និងរបាំងបច្ចេកទេសពាណិជ្ជកម្ម” ដែលរៀបចំដោយវិទ្យាស្ថានបណ្ដុះបណ្ដាលពាណិជ្ជកម្មនិងស្រាវជ្រាវ នៃក្រសួងពាណិជ្ជកម្ម ក្រោមជំនួយបច្ចេកទេសពីអង្គការពាណិជ្ជកម្មពិភពលោក។  

សិក្ខាសាលានេះមានគោលបំណង៖

• បង្កើនចំណេះដឹង និងសមត្ថភាពមន្ត្រីចរចាពាណិជ្ជកម្ម អ្នកបង្កើតគោលនយោបាយ និងអ្នកអនុវត្តគោលនយោបាយ ពីបទប្បញ្ញត្តិនិងការអនុវត្តកិច្ចព្រមព្រៀងអនាម័យនិងភូតគាមអនាម័យ និងកិច្ចព្រមព្រៀងរបាំងបច្ចេកទេសពាណិជ្ជកម្ម

• បង្កើនចំណេះដឹងពីប្រភពនិងប្រព័ន្ធទិន្នន័យអនាម័យនិងភូតគាមអនាម័យ និងរបាំងបច្ចេកទេសពាណិជ្ជកម្ម

• ចែករំលែកការអនុវត្តល្អៗ ករណីសិក្សា និងបទពិសោធន៍ ក្នុងការត្រៀមចរចាកិច្ចព្រមព្រៀងពាណិជ្ជកម្មសេរី

• កំណត់និងដោះស្រាយបញ្ហាប្រឈមទាំងក្នុងស្រុកនិងអន្តរជាតិ ផ្នែកលិខិតបទដ្ឋានគតិយុត្ត ច្បាប់ និងគោលនយោបាយ ពាក់ព័ន្ធនឹងអនាម័យនិងភូតគាមអនាម័យ និងរបាំងបច្ចេកទេសពាណិជ្ជកម្ម ក្នុងការត្រៀមចរចាបង្កើតកិច្ចព្រមព្រៀងពាណិជ្ជកម្មសេរី។

• ស្វែងយល់និងប្រើប្រាស់មូលដ្ឋានគ្រឹះនៃកិច្ចព្រមព្រៀងអនាម័យនិងភូតគាមអនាម័យ និងរបាំងបច្ចេកទេសពាណិជ្ជកម្ម

• ពង្រឹងចំណេះដឹងនិងជំនាញផ្នែកអនាម័យនិងភូតគាមអនាម័យ និងរបាំងបច្ចេកទេសពាណិជ្ជកម្មក្នុងដំណើរការចរចាពាណិជ្ជកម្មសេរី

• ស្វែងយល់ពីតម្រូវការចំាបាច់នៃវិធានអនាម័យនិងភូតគាមអនាម័យ និងរបាំងបច្ចេកទេសពាណិជ្ជកម្ម

• ស្វែងយល់ពីការអនុវត្តល្អៗទាក់ទងនឹងវិធានអនាម័យនិងភូតគាមអនាម័យ និងរបាំងបច្ចេកទេសពាណិជ្ជកម្ម ទាំងក្នុងស្រុកនិងអន្តរជាតិ៕

His Excellency TAT Puthsodary, Secretary of State of Commerce, Presides Over the WTO National Workshop on the Agreement on the Application of Sanitary and Phytosanitary (SPS) Measures and the Technical Barriers to Trade (TBT) Agreement

(Phnom Penh): On the morning of Monday, 25 March 2024, His Excellency TAT Puthsodary, Secretary of State of Commerce, and high representative of Her Excellency CHAM Nimul, Minister of Commerce, presided over the National Workshop on the Agreement on the Application of Sanitary and Phytosanitary (SPS) Measures and the Technical Barriers to Trade (TBT) Agreement, technically supported by the World Trade Organization.

The workshop aims to:

• Increase the knowledge and capacity of negotiators, policymakers, and policy practitioners of the WTO SPS and TBT Agreements' rules and practices

• Increase knowledge of reference sources in SPS and TBT (e.g., the ePing SPS&TBT Platform)

• Share best practices, case studies, and experiences in preparing for RTAs/FTAs negotiations

• Identify and address international and domestic issues in terms of the regulations, laws, and policies of SPS and TBT related barriers to trade, to prepare for participation in FTAs.

After the workshop, participants are able to:

• Understand and apply the basic principles of the SPS and TBT agreements

• Improve their knowledge and skills of SPS and TBT in a negotiation process

• Be aware of SPS and TBT mandatory requirements

• Understand best practices related to SPS and TBT locally and internationally
