(សៀមរាប)៖ នាថ្ងៃចន្ទ ទី២៩ ខែកក្កដា ឆ្នាំ២០២៤ នៅខេត្តសៀមរាប អគ្គនាយកដ្ឋានការពារអ្នកប្រើប្រាស់ កិច្ចការប្រកួតប្រជែង និងបង្ក្រាបការក្លែងបន្លំ «ក.ប.ប.» នៃក្រសួងពាណិជ្ជកម្ម សហការជាមួយទីភ្នាក់ងារកិច្ចសហប្រតិបត្តិការអាល្លឺម៉ង់ (GIZ) ក្រោមគម្រោង COMPETE II និង PROTECT II បានរៀបចំសិក្ខាសាលាស្ដីពី «ការពិភាក្សាផ្លាស់ប្តូរទស្សនទានលើការអនុវត្តច្បាប់ស្តីពីការប្រកួតប្រជែង ច្បាប់ស្តីពីកិច្ចការពារអ្នកប្រើប្រាស់ និងបទប្បញ្ញត្តិពាក់ព័ន្ធ ក្នុងការធ្វើពាណិជ្ជកម្មតាមប្រព័ន្ធអេឡិចត្រូនិក និងកម្មសិទ្ធិបញ្ញា សម្រាប់សហគ្រាសធុនតូច និងមធ្យម» ក្រោមអធិបតីភាពរបស់ ឯកឧត្តម ផាន អូន ប្រតិភូរាជរដ្ឋាភិបាលកម្ពុជា ទទួលបន្ទុកជាអគ្គនាយក នៃអគ្គនាយកដ្ឋាន ក.ប.ប. ឯកឧត្តម លី សារី អភិបាលរង នៃគណៈអភិបាលខេត្តសៀមរាប និង Ms. Marie Hoffmann, Private Sector Development Advisor at GIZ Cambodia។

សិក្ខាសាលានេះ មានការអញ្ជើញចូលរួមពី ឯកឧត្តម លោកជំទាវ ឧកញ៉ា លោក លោកស្រីតំណាងសភាពាណិជ្ជកម្មកម្ពុជាប្រចាំខេត្តសៀមរាប ឧត្តរមានជ័យ ខេត្តបន្ទាយមានជ័យ ខេត្តកំពង់ធំ និងខេត្តព្រះវិហារ អង្គភាពមន្ទីរជុំវិញខេត្តសៀមរាប ស្ថាប័នអយ្យការខេត្តសៀមរាប មន្ទីរពាណិជ្ជកម្មខេត្តបន្ទាយមានជ័យ កំពងធំ ឧត្តរមានជ័យ ព្រះវិហារ សមាគមសហគ្រិនស្រ្តីកម្ពុជា សភាពាណិជ្ជកម្មកម្ពុជា សម្ព័ន្ធសមាគមសហគ្រាសធុនតូច និងមធ្យមកម្ពុជា សមាគមសហគ្រិនវ័យក្មេងកម្ពុជា អាជីវករ និស្សិត និងមន្រ្តីសាខា ក.ប.ប. តាមបណ្ដាខេត្ត ដែលរួមមានខេត្តសៀមរាប បន្ទាយមានជ័យ កំពង់ធំ ព្រះវិហារ និងឧត្តរមានជ័យ ដែលសរុបប្រមាណ ១៨០រូប។

គោលបំណងនៃការរៀបចំសិក្ខាសាលានេះឡើង គឺដើម្បីជំរុញការយល់ដឹងឱ្យកាន់តែទូលំទូលាយជូនដល់ភាគីពាក់ព័ន្ធ ជាពិសេសសហគ្រាសធុនតូច និងមធ្យម បានយល់ដឹងអំពីច្បាប់ស្តីពីការប្រកួតប្រជែង ច្បាប់ស្ដីពីកិច្ចការពារអ្នកប្រើប្រាស់ ច្បាប់ស្ដីពីសុវត្ថិភាពម្ហូបអាហារ និងបទប្បញ្ញត្តិនានា ពាក់ព័ន្ធនឹងការធ្វើពាណិជ្ជកម្មតាមប្រព័ន្ធអេឡិចត្រូនិកនិងកម្មសិទ្ធិបញ្ញា សំដៅធានាឱ្យមានការប្រកួតប្រជែងដោយស្មោះត្រង់នៅក្នុងទីផ្សារ បង្កើតឱ្យមានបរិយាកាសប្រកួតប្រជែងស្មើភាពរវាងធុរកិច្ច ការពារផលប្រយោជន៍ និងលើកកម្ពស់សុខុមាលភាព និងផលប្រយោជន៍សេដ្ឋកិច្ចរបស់អ្នកប្រើប្រាស់ ជាពិសេសនៅក្នុងបរិបទនៃទីផ្សារឌីជីថល។

សិក្ខាសាលានេះ បានផ្តល់នូវវេទិកាជូនដល់វាគ្មិនដែលមកពីស្ថាប័ននានា និងភាគីពាក់ព័ន្ធចូលរួមក្នុងការពិភាក្សាតុមូលដើម្បិចែករំលែកបទពិសោធ និងបញ្ហាប្រឈមពាក់ព័ន្ធនឹងការអនុវត្តច្បាប់ទាំងនេះ ដែលវាគ្មិនចូលរួមមកពិភាក្សាលើប្រធានបទនេះសុទ្ធសឹងតែជាអ្នកជំនាញក្នុងវិស័យរបស់ខ្លួន រួមមានតំណាងមកពីនាយកដ្ឋាននីតិកម្ម នាយកដ្ឋានកម្មសិទ្ធិបញ្ញា និងអគ្គនាយកដ្ឋាន ក.ប.ប. នៃក្រសួងពាណិជ្ជកម្ម ឧកញ៉ាប្រធានសភាពាណិជ្ជកម្មកម្ពុជាប្រចាំខេត្តសៀមរាប សមាគមសហគ្រិនស្ត្រីកម្ពុជា និងសមាគមសហគ្រិនវ័យក្មេងកម្ពុជា ជាដើម៕

CCF organized a workshop on Fostering Collaborative Public-Private Dialogue: «Navigating Competition Law & Consumer Protection in E-Commerce and Intellectual Property Rights for SMEs» at Siem Reap Province

(Siem Reap): On Monday, 29 July 2024, the Consumer Protection Competition and Fraud Repression Directorate General «CCF» of the Ministry of Commerce collaborated with GIZ Cambodia under the COMPETE II and PROTECT II Project to organize a workshop on "Fostering Collaborative Public-Private Dialogue: Navigating Competition Law & Consumer Protection in E-Commerce and Intellectual Property Rights for SMEs." The workshop took place in Siem Reap Province and was chaired by H.E. PHAN Oun, Delegate of the Royal Government of Cambodia in charge as Director General of CCF, and His Excellency LY Sary, Deputy Governor of Siem Reap Provincial Administration, along with Ms. Marie Hoffmann, Private Sector Development Advisor at GIZ Cambodia.

The workshop is highly interactive, with participants from various sectors, including the representatives from the Cambodia Chamber of Commerce in Siem Reap-Oddar Meanchey, Banteay Meanchey, Kampong Thom, and Preah Vihear, the Siem Reap Provincial Departments, the Siem Reap Provincial Prosecutor's Office, and the Department of Commerce in Siem Reap, Banteay Meanchey, Kampong Thom, Oddar Meanchey, and Preah Vihear. Additionally, the Cambodia Women Enterprise Association (CWEA), Young Entrepreneurs Association of Cambodia (YEAC), vendors, business owners, and students based in Siem Reap, as well as CCF branches, also participated, making a total of approximately 180 participants.

The purpose of this workshop is to broaden and integrate stakeholders’ understanding of, especially small and medium enterprises, the Law on Competition, Law on Consumer Protection, Law on Food Safety, and other relevant regulations in E-Commerce and intellectual property rights, resulting in fair competition in the market, creating a level playing field between businesses, and safeguarding the well-being and economic interests of consumers, especially in the context of the digital market.

The workshop provided a platform for speakers from institutions and stakeholders to engage in roundtable discussions where they collectively shared their experiences regarding the challenges and implementation of the Law on Competition and the Law on Consumer Protection in relation to e-commerce and intellectual property rights. The panelists, who are experts in their respective fields, included representatives from the Department of Legal Affairs, Department of Intellectual Property Rights, CCF Directorate General of the Ministry of Commerce, Cambodia Chamber of Commerce (CCC), Cambodia Women Enterprise Association (CWEA), and Young Entrepreneurs Association of Cambodia (YEAC).
